Southill and Broom are identified as a Small Village in the emerging Core Strategy.There are 39 Large and Small Villages and together these villages need to make provision for a total of 400 new homes up to 2026, over and above existing sites with planning permission. New small-scale rural employment sites may also be considered. The Core Strategy indicates that allocations will mainly be made in Large Villages and only exceptionally in Small Villages.

Additional information submitted: 75% of this site is proposed for development with the remainder as a landscape buffer to the west of the site. As part of this and other developments in Broom, a new recreation area with a site for a replacement village hall is proposed on a site to the north of the village. In addition a significant financial contribution to the Old Warden Conservation Management Plan is proposed.

Additional information submitted: The site would be principally used for residential purposes. In conjunction with neighbouring sites, there would be an opportunity for small employment use and also a retail and community centre. A village hall and playing field is also proposed. The submission includes the proposal for a developer funded relief road. The new development will access only onto the new road. Access to the centre of the village will be restricted to pedestrian and cycle access.

Additional information submitted: Quarry site restoration scheme included. Recreational and fishing lakes proposed, along with holiday accommodation in the form of seasonal holiday cottages or mobile homes. Potential for providing an area of student accommodation, to cater for the growth of Shuttleworth College. Part of site opposite Shuttleworth College entrance, between the road and lake, proposed for new college site. B1/B8 uses ancillary to another land use.
District Council initial comments: This site is to the north of Broom and falls within the parishes of Southill and Old Warden. It is well located to the A1.
