Northill and Ickwell are identified as a Small Village, and Upper Caldecote as a large village in the emerging Core Strategy.There are 39 Large and Small Villages and together these villages need to make provision for a total of 400 new homes up to 2026, over and above existing sites with planning permission. New small-scale rural employment sites may also be considered. The Core Strategy indicates that allocations will mainly be made in Large Villages and only exceptionally in Small Villages.

Biggleswade is well located to the A1 and is within the Ivel Valley growth location. This site is within the floodplain. In general development should avoid the floodplain. This issue will need further consideration.

The first proposes the relocation of the Sainsbury's car park and petrol station, and the second proposes B1 and B1a office development. 2 indicative site plans for B1/B1a office proposals propose either 4 large units, or 2 large units to the north of the site and 12 small units in the south. Access from Bells Brook. No indication of floorspace.
District Council initial comments: Biggleswade is identified in the emerging Core Strategy as a Major Service Centre and as such is a focus for growth.
